This year: On the upper section near the Hailstone gauge, flows are low at around 29 CFS, which translates to skinny water and highly concentrated fish. Near Woodland, flows have been averaging around 68 CFS. For those looking for more fishable water and solid holding structure, the Middle Provo around River Road is currently a better option with flows moving around 199 to 244 CFS. When fishing the skinny water of the upper section, a careful approach is mandatory. Plan to fish early in the day and carry a thermometer to monitor water temperatures as daytime heat sets in. Down on the Middle Provo, focus your efforts on drifting through riffles, seams, and deeper runs. Start your day with small nymphs like a classic Zebra Midge or a Pheasant Tail drifted through the deeper slots. Keep an eye out for rising fish, as you can expect to see midges, caddis, and pale morning duns, which can be matched well with an Elk Hair Caddis or a PMD Sparkle Dun.
